how do i get my two year old to wear underwear?

my 2 year old son refuses to wear underwear, he cries and says that he wants to wear his diaper. he isn't around babies with diapers. so he doesn't see other children wearing them. i don't understand why he cries and runs away and acts like terrified when i try to put them on him. he even picked his own underwear out. he just won't wear them. i laid them all out on the floor for him to pick which one he wanted to wear and he danced on them. i don't know what to do. please help me!

have the "diaper fairy" come and take all the diapers one night after he goes to bed. The next morning he will not have a choice but to wear the underpants. he can try to go commando, but if he is anything like my almost 3 year old that will last about 2minutes. When I knew he was potty trained but did not care to use the potty I took his diapers too. Within 2 weeks he was potty trained. he is even mostly night trained too.
